“If ‘Reusable’ Isn’t Your Answer To ‘Paper or Plastic?’ What’s Your Answer To ‘Reusable or Tax?’”

A December 2008 report by the Anacostia Watershed Society found that plastic bags comprise over 20% of the Anacostia River’s trash and almost half of the trash in its tributary streams. Presented with pictures of floating blobs of plastic bags in one of the District’s main waterways, D.C. lawmakers passed a 5-cent bag tax that went into effect on January 1, 2010.
